• Uninstall what you have so far using Revo Uninstaller to clean up registry leftovers.
• Restart your PC.
• Run the installer again with internet disconnected.

• You mentioned DDDL 8.13 but the instructions reference installing 8.09 first (Step 02) and then patching it (Step 03). Make sure you are following the correct order — install 8.09 base first, then apply the раtсh, then the kеу*** process.
• Make sure all 5 files from Step 10 are present in your kеу*** folder BEFORE copying them. If any file is missing, Windows Defender likely quarantined it. Check your Defender protection history.
